Full Job Description

This is a great opportunity for a detail-driven Payroll Compliance Practitioner to play a key role in delivering timely, accurate payroll services for Peel District School Board (PDSB) employees.

Reporting to the Supervisor of Payroll, you’ll provide day-to-day staff supervision in the Payroll office, with responsibility for workflow, attendance, job performance, recruitment and customer service queries, and co-ordinate daily departmental activities to ensure that all processes and reports are completed prior to processing the bi-weekly pay cycle. As a Payroll Officer, you’ll function as a main resource to various departments, project teams and working groups in developing, testing and implementing improvement strategies.

Having proven yourself within a similarly complex and unionized payroll environment, you’re prepared to handle this multi-faceted role – from maintaining and adjusting salary grids, and deduction tables and frequencies, to implementing new processes resulting from changes in collective agreements, policies and legislation. An excellent communicator, you’ll respond effectively to queries from Board personnel on overpayments, insurance claims and other payroll matters, communicate confidently with outside agencies such as CRA and Service Canada, and liaise with various departments to investigate, evaluate and recommend computer-based initiatives for streamlining the work flow and ensuring quality control. Overseeing the reconciliation and balancing of payroll deduction accounts, authorizing payments to agencies for accurate bi-weekly and monthly reporting, and handling of T4 preparation, filing and amendments will also fall within the scope of this mandate.

EXPERIENCE AND QUALIFICATIONS

With your track record of success, highlighted by at least four (4) years’ payroll experience in a large, unionized environment, a post-secondary education related to accounting, business, administration, commerce or human resources, and accreditation in the Canadian Payroll Association as a Payroll Compliance Practitioner (PCP), you’re poised for success as a Payroll Officer. In this position, you’ll also leverage the following knowledge and skill set:

  • Knowledge of the Education Act, Income Tax Act, Canadian Pension Plan (CPP) Act, Pensions Benefit Act, OMERS Act, Ontario Teachers’ Pension Act, Employment Insurance Act, Municipal Freedom of Information and Protection of Privacy (MFIPP) Act and Putting Students First (PSF) Act.
  • Excellent presentation and communications skills (both written and verbal).
  • Outstanding interpersonal skills and ability to implement change.
  • Demonstrated initiative, and organizational, analytical, conflict-resolution and problem-solving skills.
  • Excellent mathematical aptitude and computer skills (Excel, Word and Crystal reporting), with a good understanding of a Human Resources Information System (HRIS).
  • Knowledge of quality assurance and audit techniques.
  • Excellent attention to detail and accuracy of results.
  • Demonstrated commitment to equity, inclusion, anti-racism, and anti-oppression, and to working in a diverse school community and/or work environment.

Salary range: $76,284 - $95,358 per annum
