Investigations areone of the core functions of the Human Resources Department at the Peel District School Board (PDSB) and, as such, are an often highly scrutinized area, with tight timelines and strong benchmarks. As Manager of Alternate Dispute Resolution and Investigations (ADR&I), you will play a vital leadership role in this area by championing the adoption of innovative methods and technologies that drive true transformative practices and solutions.

Reporting both to the Executive Officer of Human Resources and to the Human Resources Lead – Service Delivery and Partnerships of Investigations, you will provide leadership to a team of Investigators that oversees a wide array of investigations through the Board’s Harassment Procedure in accordance with the Ontario Occupational Health and Safety Act (Board Procedure – EHS 4.2) and facilitates other investigative requests. Using the principles of procedural fairness, due process and ADR, the Investigative Team works with internal and external stakeholders to collect, analyze and collate information on behalf of the inquiries and complaints filed with the ADR&I office.

A strong leader with the ability to align the direction of the investigative team with the strategic direction of the Board, you will know how to motivate others, manage conflict with high respect and lead a team through times of change, while being responsible for hiring, performance management, training, and budget planning. In line with the strategic plan of the department, you will also have a focus on continuous improvement within the department and project management within your team.

More specifically, as Manager of ADR&I, you will be accountable for:

· Overseeing case management, and assignment of work, file reviews, as well as attending, and participating in, file-specific conferences with the goal of finding ways to move individual investigations forward.

· Participating in the triage of reports and high-level review of submissions to the relevant decision-makers.

· Providing strategic advice and recommendations on the interpretation of legislation and legislative responsibilities to senior management on all matters related to investigation programs.

· Using your strong communication skills and relationship-building capabilities to collaborate with a number of other leaders in Investigations and the organization overall, and work closely with the Legal team and other internal departments.

· Designing and implementing metrics and evaluation tools to support continuous improvement.

Above all, we will rely on you to ensure that best practices in investigative techniques and processes are implemented and the program meets strategic goals, including thorough timely, high-quality investigations, transparency, promoting accountability, integrity of the process, and respecting the privacy and dignity of various stakeholders.

EXPERIENCE AND QUALIFICATIONS

Bringing a minimum of 5 years’ experience in leading a large staff group with high volumes of complex and high-risk work, as well as a university degree related to Human Resources, Labour/Industrial Relations, or Law, or equivalent related education, you are ready to succeed as Manager of Alternate Dispute Resolution and Investigations. This background is complemented by the following experience, knowledge and skill set:

· CHRP/CHRL designation, preferred.

  • Strong knowledge of human resources best practices, policies and procedures, and employment-related legislation, including, but not limited to, the Employment Standards Act, Labour Relations Act, Education Act, Ontario Human Rights Code, Ontario College of Teachers Act, Workplace Harassment (Bill 132).
  • Strong knowledge of alternative dispute/conflict resolution and restorative frameworks.
  • Understanding of, and demonstrated ability to apply, trauma-informed and anti-discriminatory, anti-racist and anti-oppressive principles and approaches to all aspects of complaints resolution (including supporting cultural and other safety needs, gathering and assessing information, interviewing parties and witnesses, analyzing evidence, making findings and conveying the results of investigations).
  • Ability to provide, through the provision of operational plans, confidential conflict resolution advisory supports that include dispute resolution, mediation, formal investigations, and the delivery of education.
  • Demonstrated knowledge of theories, principles and practices of contemporary investigation, discipline and oversight techniques to act as senior expert on investigations.
  • Knowledge of best practices for applying alternative dispute resolution strategies to address harassment and discrimination-based conflict.
  • A track record of championing the adoption of innovative methods and technologies that drive true transformative practices and solutions.
  • Knowledge of case-management systems and benchmark-setting practices.
  • Knowledge of process improvement, program evaluation and project management.
  • Demonstrated commitment to equity, inclusion, anti-racism, and anti-oppression, and to working in a diverse school community and/or work environment.

Salary range: $97,504 to $121,883 per annum
